Job Description
This position is responsible for ensuring compliance of the technical engineering aspects of Environmental Resource Permits and/or Surface Water Management permits from construction commencement through construction completion certification.

Duties include resolution of non-compliance issues either during construction or at the time of construction completion certification, successful resolution of public inquiries from the regulated community for both permitted and unpermitted projects and involvement with special assignments and enforcement cases.

Work is performed in a teamwork-based and deadline-oriented environment.  Excellent written and oral communication skills are required.  Candidates must be willing and able to conduct field work in a variety of rigorous field conditions, including in remote and heavily vegetated areas, and able to lift 40 pounds.  Field work often includes on and off-road vehicular travel and occasional helicopter surveillance.

Candidates must be able to exercise independent judgment to the degree appropriate for the situation. The incumbent will become proficient in a variety of post-permit compliance duties as well as all related regulatory processes and will demonstrate the ability to skillfully prepare any required correspondence. Incumbent must be proficient in utilizing maps and reading construction plans and specifications.  Must demonstrate ability to communicate effectively with other engineering professionals, environmental scientists, attorneys, construction professionals, developers, agriculturists, members of the public and with others involved with the District's regulatory program.

Employment Guidelines  (This position may be filled as an Engineering Specialist 3, Engineering Specialist 2, or Engineering Specialist 1.)

Engineering Specialist 3: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and two (2+) years qualifying experience that demonstrates measurable career progression in water resource engineering.  Prefer candidates with some experience with ERP/SWM permitting programs.  Incumbent continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation and continuing to accumulate acceptable experience for work time licensure requirements.
 
Engineering Specialist 2: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and one (1) year qualifying experience that demonstrates measurable career progression in water resource engineering.  Incumbent continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation and continuing to accumulate acceptable experience for work time licensure requirements. 
 
Engineering Specialist 1: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and less than one (1) year qualifying experience that demonstrates measurable career progression in water resource engineering.  Incumbent begins the process for attaining State of Florida Professional Engineer license by passing the Fundamentals of Engineering (FE) exam and receiving Engineer-in-Training (EIT) designation. 
 
License
Valid State of Florida Driver’s License.

Physical Requirements/ Working Environment
Due to the District's response role and in the total scope of emergency management, this position may, at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on an assigned emergency response role.
